Summary: Management of hydraulic work is a complicated process which is influenced by many factors of institutional, financial, technical, social. Among these factors, the participation of water users which is one of key and decisive factor to the success of irrigation management. Based on the analysis of status of irrigation management, the article presents solutions on suitable water user organization model which are adaptive to current policies and mechanisms and coordination mechanisms among stakeholders to enhance performance of organizations in the management of on-farm irrigation system in the North Central Region.
