Abstract: In the Northern mountainous region, the irrigation systems mainly are small irrigation schemes while the social economic situation is difficult and management ability is constraint, so that the irrigation management is complex. The actual situation of irrigation management system is assessed in detail in irrigation management system and implement of policies on management and exploitation of the irrigation systems. The proposed measures for improving irrigation management performance suitable for the Northern mountainous region include irrigation management models, policies for management decentralization and mechanism for cooperation of related agencies.
