Abstract: The majority of people in Bac Kan Province depends on agricultural production; due to complex terrain conditions, the irrigation system has not met demands of initiative farming, leading to the low yield and productivity. To promote the development of irrigation management in a sustainable and efficient manner, meeting policies and advocacies of the Government, the province has issued many policies to support the management and exploitation of irrigation works. This paper analyzes the current policies, status of irrigation systems and the management organization of irrigation works. On that basis we proposed some solutions and recommendations to promote the development of water user organizations in the province.
