Abstract

In recent years, the phenomenon of water shortage in the Central Highlands has increased dramatically in terms of time as well as severity causing serious shortage of water, threatening the production and life of the people.

This report, based on the assessment of the current situation of investment and management of exploitation of ponds and lakes for agricultural production in the Central Highlands, showed that the investment of large irrigation works to cover the far end area of irrigation system requires huge fund. In the context of limited national budget situation, it is necessary to launch a program to develop a system of ponds to address water shortages, overcome droughts, increase crop yields and improve people’s living standards and scaling up it become a large, highly socialized mass movement where people do, state support. However, On-farm irrigation management organizations in the Central Highlands are not currently in compliance with the Water Law and supported Decrees and Circulars, which are effective from July 2018. In many places, the management of irrigation in the commune is carried out by an officer in charge of irrigation and transportation. An irrigation cooperative or water user group, with all water users in the village registered as member of the organization, should be established soon to smoothly receive and effectively spend the state’s irrigation services fee support and to raise the efficiency of water use and agricultural production.
